What You’ll Do

Lead right of way delivery across the public sector portfolio — with scope that grows from a defined program slate to full portfolio and practice ownership
Ensure Uniform Act compliance and audit readiness across acquisition and relocation work
Direct and develop the leaders beneath you: Program, Client, and Project Managers — and at the senior level, directors themselves
Own operational performance: revenue, margin, utilization, staffing, quality, and client health
Steward executive-level relationships with DOTs and public agencies
Shape practice strategy with public sector leadership — markets, capabilities, pursuits, and key hires

Minimum Requirements

Minimum of (6) years of experience in the Right of Way industry
- Must include working with OR within a state's Department of Transportation
- Must include two (2) years of managing projects
Experience utilizing the Uniform Relocation Act
Experience overseeing projects totaling a minimum of $5 million
Experience effectively managing direct reports
Prior experience managing budgets and preparing reports on project financials
Must be proficient with MS Office Suite, specifically Excel, Word, Outlook, and Dropbox
Must have an iOS or Android smartphone to be able to access ORC's systems
Valid Driver’s License

Nice to Have Qualifications

Project Management Professional (PMP) certification, prior sales, business/proposal development experience, and/or experience working with OR within the Texas Department of Transportation

Physical Requirements: While performing the duties of this job, it requires a combination of office-based and field work. Employees will spend prolonged periods sitting and performing computer-based tasks, including typing, data entry, and virtual communication, while also regularly traveling to landowner properties, project sites, and government facilities, some of which may be in rural or remote locations with limited accessibility. Driving is an essential function of the role and may involve extended periods and long-distance travel. Fieldwork may require walking over uneven terrain, standing, or navigating outdoor environments, with routine exposure to varying weather conditions such as heat, cold, rain, and snow. The role also involves frequent interaction with a diverse range of individuals, including landowners, government officials, and members of the public, requiring the ability to communicate effectively and maintain professionalism across differing personalities and potentially challenging situations. Flexibility in scheduling is necessary to accommodate travel, site access, and stakeholder availability, along with adherence to safety protocols in both office and field settings.
